I just tried this TP ,signal was ok,but nothing receivable. Is it encrypted in any way?

The Program Clock Reference ( PCR ) in DVB is a key timestamp in the MPEG-2 Transport Stream ( TS ) that is used to synchronize the decoder with the transmitter. The PCR ( 27 MHz clock signal ) allows the receiver ( STB ) to restore the timing for audio and video, thus preventing image tearing or audio desynchronization. The DVB standard requires PCR accuracy within ±plus or minus 500 ns.

I get UKtv ,or Greece ...time zone does not seem to be a problem...

A few low definition Italian channels also resist opening ,I get sound & no pic
-Marcopolo on Hotbird
-a few Balkanics on 16E...RTK1 only opens after a looonng while...
Is that part of the PCR issue?

My knowledge of transmission science is pretty low,unfortunately.
My questions are
:1) how do I know whether my non-picture reception is due to a PCR issue;
:2) how can i try to solve
a) the "sound & no picture" case; on some Italian channels on 13°(Marco polo...)
b) the no reception case on 16East... Eutelsat 16A Europe B, 49-50 dBW 11402 V 17500 DVB-S2/8PSK

This is very unlikely to be a PCR problem.

PCR only affects timing inside the transport stream once the signal is already correctly received and decoded. A PCR issue would typically cause:
A/V sync problems
Occasional stutter
Audio drift
Decoder instability

It does not prevent a channel from opening.

If you get:
Sound but no picture
Long delay before video appears
Some transponders working and others not

that usually points to one of the following:
• Marginal signal quality (MER too low for DVB-S2/8PSK)
• Dish alignment or incorrect LNB skew
• Slight frequency offset
• Receiver struggling with specific modulation parameters
• Weak beam coverage in your area

11402 V 17500 DVB-S2/8PSK is not an easy carrier everywhere. 8PSK requires significantly better signal quality than DVB-S QPSK. Even if signal strength looks “OK”, the MER might be borderline.

Also, if it were a real PCR issue at the multiplex level, everyone receiving that transponder would have the same decoding problem — which is not the case.

I would check:
Fine dish alignment (especially skew)
Try manual tuning and confirm parameters
Check signal quality (not just strength)
Test with another receiver if possible

This looks like a reception margin issue, not a transport stream timing issue.

Indeed this Balkan transponder certainly does not prioritise my region of South France,but merely the old Austria-Hungary cluster ,for obvious historical reasons... Slovenia must be their limit more or less...
Albania was easy to watch until october when they "balkanised" their footprint...too bad for curious minds like me.

Your problem with 11402V is you don't have a receiver that supports T2-MI.
