Both transponders (21512 V and 21784 H) needs a lot of more dB for lock.

A decent signal 21.784 H from the 2.2m PF / Norsat lnb of around 10dB or so, 17 k North of Nottingham UK but no lock.
Signal 21.904 H is only about 2.8-3.0dB with me.

The 21904 H has a DVBS2/QPSK mod and can therefore be unlocked with less dB. I think from 6.8 dB. (with 3,70m)

The transponder also works with 2.20m. Here's a comparison between 2.20m and 3.70m. It's not a huge difference.

Not huge ... but it is significant. :Y
You have 0.3 dB margin on 2.20m while 1.5 dB on 3.70. In my eyes it is considerable.
 
and with 1.80 only 4.2 dB
