Those new channels are Kazakh - they have been on KazSat3 The steerable beam will not pointing at Africa if they are playing Russian / Kaz channels on them. Ergo its pointing up at Russia somewhere.

As shown by CERIN seeing signals off it.

As I was recently scanning 39.0 East for a few fringe Ku-Band signals I thought to try my luck next door on 40.0 East (Express AM7).

I managed to lock Afghan TV on 11620 H, SR2000, listed on Flysat and Lyngsat as on the Fixed 3 beam.
The frequency was locked on a GTMedia Combo, Octagon SF8008 and Dr HD F15, all with stable locks.

There are some pictures attached below.
