With a 4K capable receiver will a 4k channel downscale on a non 4k TV set or will it not display a picture at all or just display part of the picture? Can receivers be programmed to downscale 4K stations down to 1080p?

The 4K (UHD) receivers can reduce their output to 1080P to be able to use any TV, even 720 (for old TV HD ready) and less.
Some equipment has composite video output (VU + Uno4K), the Fashion 4K channel looks very good (Astra 19.2º):-rofl2
As best they work, considering that 99.99% of the channels in the best case are 1080P is setting to 1080P and then it is the 4K TV who performs the rescue of the signal to 4K (UHD).

If the TV is 4K (UHD), look who performs the best rescaling, put the receiver to 1080P and then to 2160P, which is of better quality.

HDMI means backward compatibility is assured, unless part of your system does not pass the digital rights / content protection regulations.

4K HD 8 megapixel images on a standard TV or CCTV 1080 p monitor?

I don't think you can achieve this as the circuits would be different and more advanced I'm not a tv engineer I specialise in CCTV cameras I know you can not achieve this on CCTV monitors you can use the HDMI for 1080 p but as far as I'm aware you cannot display 4K 8 megapixel images

If the receiver has A/V output, you can also see it on an old cathode tube TV.

Si el receptor tiene salida A/V, tambien lo puedes ver en un viejo TV de tubo catodico.
