Bizarre footprint for Intelsat 25 at 31.5W

I havent the faintest idea what Intelsat are up to with this one - most of the highest power areas seem to be wasted over uninhabited areas of Atlantic Ocean!

(Maybe its for a secret fleet of deep sea trawlers)
