Correct, he can not send or receive PM. However his V-card is available for download.

How do i get his v card??? cant seem to find it in his profile.......i know its probably under my nose or infront of my eyes. On my way to specsavers..........
A tipon how to find it & download it would be wonderful.

But you can only do that if you have enabled yours first which we can see you have not
