Having mislaid, or lent out the Dell PSU I am using an HP version that is a half volt out from the official one on a laptop. Connector is the same two pin affair.

As such all works but the battery does not charge up.

Is there an additional signal that Dell detects on the voltage rail before it will engage with the PSU or is it just the half volt difference that is the reason ?
 
The Dell laptop looks for a signal from the OEM charger, if wrong it will not work correctly or not at all, the voltage and wattage must be correct for the laptop.
