HI i have a usb phønix programer is it posible to program the MII+ card with this programmer.

It should be as you just put the programmer in Phoenix mode and use the MII+ software utility.
Which make/model USB Phoenix programmer have you got?
Some, like the Infinity USB Phoenix programmer, require a serial cable connection to program in Phoenix mode.

Then you need to connect it using both the USB, and Serial cable, to get it to work in Phoenix mode, but as the MII+ card is no longer working, Canal Digital upgraded their encryption, there is little point in programming it, unless you wish to practice how to for any future cards.
