Planning permission for a 64m dish?

While on a recent trip to Russia cruising up the Volga to Moscow and doing my best to avoid anything football related, we stumbled upon this gem.

It's a 64m radio telescope in Kalyazin, a tiny village on the Volga, away from anywhere and sitting on flat terrain. We were given a short talk about it and then a demo. It's used for pretty much anything these days but Mars missions seemed like its most common use. Else it was used for finding pulsars and tracking space junk amongst other things.

I couldn't stand far enough to get the whole dish into the view finder...

Now... what would it take to get a planning permission for one of those?

In theory could such a diameter be used for DTH reception?

The pulse noise from the secondary elevation movement was *#"*ing awesome!!
 
That's really impressive and you are very fortunate to have seen that, was the wife impressed too?
 
Does it come with an attenuator? :-rofl2
