Voltage to LNB query, please

My Satellite Setup
Freesat 4k recording set top box. Dish with 4 connector LNB, LG 65 in OLED

I have a satellite setup we've used for years in several locations. I'm using a newer 4k Freesat branded box (recording) and have the dish setup in our new place and cabling run. I get no signal to the Freesat box. I have ruled out shorts, checked continuity on all cabling. I decided as a last resort to check voltage FROM the box to the LNB. At the back of the box, I get 17.8 volts. Downstream in the utility closet, some 20 meters away, it reads 13.8 volts. The LNB is probably another 20 meters from that closet. Have I just located the problem? Thanks
 
Did you change channels between messuring inside and outdoors ?
Vertical channels need 13 v and hotizontal channels need 18 v

I'm just trying to get it to find any signal/channel. When it does a scan, it fails out and gives the option to try again or do manual input or cancel.
 
Are you sure the dish is pointed at 28.2°E and not another satellite, what did you use to align the dish? The Arris Freesat 4K will not scan in any channels if the dish is not pointing at 28.2°E. There may be a non-Freesat mode but you will have to manually input transponder parameters, it may help to determine which satellite you are pointed to, if that is the problem.
 
Well, I'm hoping it's pointed right. I had a friend do it for me and he was getting good readings on the gadget he was using. But hey, maybe he was pointed at another sat in the near vicinity. I guess I'll end up having to get a pro out here.
 
Thanks. Yes the TV has a satellite input, but no go on getting anything there either.
 
If I understand you right, total cable run is 40 meters?
Did you use a top quality pure copper 7 mm cable? No aluminium core or copper clad aluminium (CCA) core?
 
You said you measured 13.8V DC at a utility closet, is there an "F" barrel splice, ground block or some sort of switch at this closet where you disconnected the coax to look??

You should be measuring the voltage at the LNB end of the coax, have someone switch the channels on the receiver while your looking at the voltage at the LNB, if it's not possible to get to or reach the LNB safely then it may be time to call in a pro.

I would take a guess at the dish being being pointed at an adjacent satellite, did your friend's gadget have any means of satellite identification on it, or was it simply a signal strength guage/sat beeper?

Yeah, a basic meter. What kind of gadget actually identifies the satellite?
 
My meter is a professional model, but there are a lot around in the lower price ranges which can identify a satellite. The problem when using a beeper, you ideally need a satellite receiver connected and then test on a specific frequency to check that it's found the correct satellite. You have two strong satellites within ten degrees of Astra 28 East, 23.5 and 19 degrees. If you have a tuner in your TV, you clould try scanning for either of these to confirm which one it's on. With a branded Fresat receiver, it will look for a certain default frequency and if it isn't there, you'll get nothing found, even when there is a strong signal on other frequencies.

In my experience they work with either Wideband, or Universal, the receiver checks to see what it is connected to.
