I haven't personally tried the CS but with EBSPro I can blind scan the whole range between 18.350 - 19.550 GHz. The settings are here...

You can save yourselves the trouble of trying for now. The 18654 L is having issues, and unlocking isn't possible with an 11.3 dB signal.
