The BBC has announced plans to screen its World Cup matches in the Ultra HD format over the BBC iPlayer – but its setting a cap on the number of viewers that will be able to access the coverage.

Seeing as you need a 40 meg connection to get the full experience, and 20 meg for the lesser experience, I would have thought that immediately excludes a good proportion of the UK.
 
Probably so that they don't max out their servers.
