PM's are restricted, for newer members, to avoid Spam.
An Admin might be able to assist you.

To whom do you wish to send a private message and why? this is a forum for use by all
 
'PM' means privat message and not open message.
 
We know that, but as I stated earlier, PM is a privilege, for more established members, to stop spam, abuse and illegal discussions.
It is relaxed, in certain circumstances, e.g. if you need to contact a member, regarding an item for sale.
