That is local plastic antenna, they made those dishes 0.9-1.2-1.4-1.6-1.8-2-2.4m . I think on the picture is 1.8m version.

3.7m sounds about right to me.

There are no rules with out-of-footprint reception so ... one needs to be lucky to be on the spot where signal gets either still strong enough or reflected from somewhere (solar panel)...

I doubt that. 8 mounting bolts more remind me Prodelin. But there are 4 additional holes on the face...
